Can anyone name this detective spoof movie?

I saw it on UK TV late at night around 1994, I guess it was made in
the 70's or 80's. I found it quite funny but cant track it down.

I remember it was a detective spoof possibly set in New York, in one
of the opening scenes you can hear some narration to set the scene
over some guys playing basket ball, then you realise the narrator is
actually the main character (detective) talking him to himself, and
the basket ball guys are looking at him like he's crazy! Later in the
movie the detective has a conversation with his father and he too as
the habit of narrating out loud - to comedy effect!

At a few different times in the movie the detective goes to a fried
food street vender to ask for help, each time he accidently fries some
of his stuff pulls it out in batter and says the same thing
"Sheeeeeit, I fried my f*ckin wristwatch / Crucifix / Checkbook / Pen
etc!"
